HIGHLIGHTS
Revenue
Highlights
Effective January 1, 2001 all properties within the Province have been
re-assessed. As a result of this
every property will be affected by varying amounts.
As a general statement, farmland assessment has increased, resulting in
farmland paying for a larger share of the total tax levy in 2001 than in 2000.
In
2001 the Township of Malahide has implemented a 5% Tax Revenue increase over
2000 Tax Revenue. Please note that
due to the impact of re-assessment some properties will have more than a 5%
municipal tax increase while others will have less than a 5% increase.
Expenditure
Highlights
The
construction of the Springfield Area Community Services Building will commence
in 2001 and is scheduled to be completed in early 2002 at a preliminary
estimated cost of $400,000.00. This
building will provide a Firehall ( replacing the existing building ),
increased Library area and a Community Policing Office for the
Springfield area.
The purchase of a new Fire Rescue Vehicle at an estimated cost of $117,000.
This vehicle will be located at Fire Hall #2 Summers Corner.
Transfer funds of $46,500.00 into Reserve for the future purchase of a Fire
Vehicle in 2002 or 2003.
The
Township is jointly building a new Animal Control Shelter in St. Thomas along
with the City of St. Thomas, Town of Aylmer and Municipality of Central Elgin.
The Township’s share of the costs are estimated to be $30,000.00.
This project has been delayed for the last couple of years and will
proceed in 2001.
The
Township of Malahide, Town of Aylmer and Municipality of Central Elgin are also
jointly building a new Medical Center building, in order to attract more Medical
Doctors and Medical Professionals to the area. This building will be located in
Aylmer with construction scheduled to begin in 2001.
The Township’s share of the construction is estimated to be
$400,000.00. The Township will pay
for ˝ of the cost in 2001 and the balance in 2002.
Waste
Management changes have already been implemented in 2001.
A change was required as the previous
contractor could not meet the Ministry’s criteria for waste diversion and
recycling. As a result of switching
to the Blue Box method of recycling, expenditures have increased by $67,700,
bringing the Waste Management Budget to $354,500.
The
increased cost of fuel has adversely affected the Township Budget.
In addition to increasing the estimated cost of fuel purchases by
$37,000, it has also increased the cost of applying
calcium chloride, surface treatment and gravel.
The
Township has purchased a new Tandem Dump Truck complete with box and snow
equipment at a cost of $140,000.00. This
cost reflects the trade-in of the 1989 Tandem Dump Truck.
The
Township has also purchased a new Pick-Up Truck for the Road Department,
$28,500.00, replacing the 1987 Pick-Up. A
new Pick-Up Truck will also be financed in 2002.
A
Brush Chipper costing $37,000 was also purchased in 2001.
This new piece of equipment will improve the efficiency of the Road Works
Department.
Dingle
Street from Aylmer to Hacienda Road will receive a single application of Surface
Treatment at an estimated cost of $14,500.00 .
The reconstruction of Pressey Line has been completed and will receive a
double application of Surface Treatment in 2001 at an estimated cost of
$62,400.00. As Pressey Line is a
Townline Boundary Road, the cost of the work was shared jointly with the
Township of South West Oxford.
Rogers
Road north of Highway #3 to Glencolin Line has already received an application
of gravel at a cost of $38,000.00
Road
Reconstruction will continue to proceed on Sparta Line at an estimated cost of
$25,000.00
The
reconstruction of Putnam Road and the installation of a new Box Culvert is
proceeding at a cost of $140,000.00. This
project is scheduled to continue into 2002.
There
are many Municipal Drains being constructed within the Township.
In 2001 we anticipate that the Township’s share of these drainage costs
will be $112,200.00.

ASSESSMENT VALUES NOW ON THE WEB!
We have been notified by the Ontario Property Assessment
Corporation that the 2000 Roll Returns for all properties in Ontario are
available on their web site at www.opac.on.ca
. This information does not include names nor mailing addresses of owners
or tenants.
After accessing their web site (www.opac.on.ca),
then click on "Assessment Roll Values" then click again on
"Assessment Roll Values". When you enter the roll number, you
will require 15 digits, you must always start the Malahide Roll Numbers
with 3408 and then list the next 11 digits as they appear on your tax bill, do not leave any
spaces when entering you number. Some Malahide residents may be able to
access their Roll Number using the Street Number and Name. When you do
this do not type in the word "street", "avenue",
"crescent", etc., just put the street name in.

PROPERTY ASSESSMENT NOTICES
The Ontario Property Assessment Corporation recently completed its second
province wide-reassessment. The reassessment updated the assessed values
of all properties from a valuation date of June 30, 1996 to a valuation date of
June 30, 1999. The values will be used by municipalities when they
calculate property taxes in 2001 and 2002.
Property Assessment Notices have been mailed out, please review these notices
carefully.
At the present time the Township of Malahide does not have sufficient
information to advise individual property owners of the impact of their new
assessment. It appears that generally the value of farmland and
residential dwellings have increased which results in a higher assessment
value.
All questions about your new assessment should be directed to the Assessment
Office, 1-800-265-6030. A local assessor will be available to have another
look at your property through a process called Request for
Reconsideration. Please have your roll number available when you
call. If the reconsideration process results in a change to you
assessment, it will be made. If not, you can file a complaint to the
Assessment Review Board.
For those landowners who are appealing to the Assessment Review Board, please be
advised that the Township has forms available for your use. The form also
indicates the payment required in order the appeal your assessment. Please
call Mrs. Laur at the
Township Office (773-5433)and she will send you a form.

PROPERTY
TAXES
The
Township of Malahide mails out tax bills twice a year.
Each bill has 2 installment. Historically,
the Township of Malahide has maintained the following due dates for taxes.
Interim Taxes, first installment is due March 15th
Interim
Taxes, second installment is due June 15th
Final Taxes,
first installment is due September 15th
Final Taxes,
second installment is due November 15th
Where
the 15th falls on a weekend or Statutory Holiday, then taxes are due
on the next normal business day.

PAYMENT
OPTIONS
(1)
Telephone Banking
Presently
telephone banking is offered by the Royal Bank, Toronto Dominion Bank, Bank of
Montreal, CIBC and Scotia Bank in Aylmer
.
(2)
Pre-Authorized Payment Plan
Please
contact Mrs. Manicom at
the Township Office, 773-5344 to set up you payment plan agreement.
Monthly payment plans and installment payment plans are both available.
There are more and more ratepayers who are using this payment option plan and
find it an efficient manner to pay their taxes.
(3)
Payment at any Chartered Bank
The
stubs on the Township Tax bills are encoded with a special number that allows
your payment to be accepted at your bank. Bank
Service Charges will be your responsibility.
(4) Payment in Person
The Township of Malahide Office is open Monday to Friday from 9:00 a.m. to 4:30
p.m. The Township Office is located
at 87 John Street South, Aylmer,
Ontario
(5)
Post Dated Cheques
Many ratepayer find it convenient
to leave post dated cheques for the each of the 2 installments of the Interim
Bill, and then again for the 2 installments on the Final Bill.
(6)
After Hours Mail Slot
There is a mail slot located at
the end of the ramp at the front of the Township Office.
Please do not insert cash in this mail slot.
