Corporation of the Township of Malahide

April 19, 2001 - 7:00 p.m

Malahide Township Council met at the above time with all members present.

Mr. Harley Underhill was in attendance to present the Collective Agreement between the Township of Malahide and the Canadian Union of Public Employees, Local 35.  He presented this to Council in “Committee of the Whole’ prior to the regular Council meeting.

The following members of the Police Services Board were present: Wayne Ward, David Rock, Mark McDonald and Staff Sergeant Ryan Cox.

The Police Services Board presented their 2001 budget to Council.  Council thanked them for their presentation.

THAT the Minutes of April 5th, 2001,  be adopted as printed and circulated.

Mr. Lion Sharzer was present,  representing E-5, a committee trying to improve the delivery of Community Services within Elgin County within the next 5 years.  A workshop will be held in May to initiate the process.  Mr. Sharzer requested Council’s consideration in having a representative participate at this workshop.

THAT subject to ratification by CUPE Local 35 the Mayor and CAO/Clerk be authorized to sign the collective agreement between the Corporation of the Township of Malahide and the Canadian Union of Public Employees, Local 35.

The Road Superintendent’s report was considered by Council.  The following Resolution was considered:

THAT By-law No. 01-12 be read a third time and finally passed (Carrel Drain).

Larry Curran and Wayne Curran were present with regard to Mr. Maat’s application for a building permit and to provide information with regard to Mr. Maat’s plans.  Council requested that a full site plan and MDS calculation that satisfied the Building Inspector be prepared and presented to Council in the near future.  The Nutrient Management Plan will be prepared later.

An Agreement between V. Bogdanovic and the Township was considered by Council.  The following Resolution was passed:

THAT Malahide Township Council enter into a service agreement with V. Bogdanovic for maintaining the pier areas in a clean and presentable fashion.

THAT in lieu of compensation paid for this service, the municipality will permit Mr. Bogdanovic to utilize a portion of an unopened road allowance with the following dimensions: 20' x 40' (approximate).  No permanent structures may be built on this property.

THAT in addition to the above, Mr. Bogdanovic will be responsible for opening and closing the public washrooms each day (April to October).

THIS Agreement will be subject to an annual renewal.

The Fire Chief requested Council consider the following Resolutions:

THAT Patrick Cayen be authorized to attend the Ontario Association of Fire Chief’s Seminar from May 6th to May 11th, 2001, in Markham.

THAT Malahide Township Council endorse the Resolution of the City of Welland dated March 23, 2001, supporting the strategies and recommendations of the Ontario Association of Fire Chiefs, and petitioning the Provincial Government to initiate an adequately funded Provincial Fire Service Program.

THAT a copy of this Resolution be forwarded to the City of Welland and the Ontario Association of Fire Chiefs and MPP Steve Peters.

                                                                                                            Carried.

The fire at Mr. Frank Lamb’s property where he lost his life was noted.  Council praised the volunteer firemen for their effort at the fire.  The effort of the community, police and other services were also noted.

Consideration was given to accounts.  Council passed the following Resolution:

THAT Cash Disbursement Journal No. 208  to No. 213 in the amount of $302,113.02  be passed and ordered paid.

THAT the Minor Variance Application of William and Gwen Davie, Lot 4, Concession 1, Malahide be circulated and the meeting set for May 3, 2001.
