Township Council met at the above time with all members present. The

OF REVISION Moved

the Court of Revision on the T. Carrel Drain be called to order. THAT
John R. Wilson be appointed Chairman.
Carried. There
were no property owners were in attendance. Moved

the low tender from Van Gorp Farm Drainage in the amount of $17,739.00 plus GST
be accepted for the construction of the T. Carrel Drain.

the Court of Revision for the T. Carrel Drain adjourn.
Carried. The
following property owners were present with respect to the Learn Drain: Jerry
Lee who arrived at 8:07 after the report was accepted. Mr.
Paul Elsdon from R. J. Burnside & Associates was present to review the
report for those in attendance and asked if there were any concerns regarding
the proposed construction. Council

Malahide Township Council accept the engineer’s report on the Learn Drain
prepared by R. J. Burnside & Associates THAT
By-law No. 01-17 being the Learn Drain By-law be read a first and second time
and provisionally adopted.

the Court of Revision for the Learn Drain be set for May 3, 2001, at 8:00 p.m. THAT
tenders be invited for consideration on May 3, 2001.

Burks was present with regard to his proposal for establishing a muck farm, to
answer any questions from Council. Council
advised during a discussion that they felt an Engineer’s report would address
a lot of issues not covered by the information provided. Moved

the proposal of Mr. Burks for a muck farm be sent to the Township Planner,
Cumming Cockburn Ltd for his comments.

Road Superintendent presented his report and the following two Resolutions: Moved

Malahide Township Council authorize the Road Superintendent to have Hydro One
relocate poles on Dorchester Road and Richmond Road as per their quotations
dated March 30th, $1,046.39 and $602.24, respectively.

Drainage Superintendent presented his report.

Chief Building Official presented his report as well as the following two
Resolutions for Council’s consideration: Moved

Malahide Township Council has no objection to Central Elgin supplying water to
Property Roll No. 060-228, two single family dwellings, S. Part Lot 1,
Concession 7, 9524 Springwater Road, provided that a Water Agreement be entered
into by the two municipalities prior to any construction.

Malahide Township Council accepts the price of the OCWA for the hydrant
maintenance and flow testing in the amount of $35.00 per hydrant (Total
$945.00).

new Volunteer for Fire Department No. 1 was considered.

Malahide Township Council accepts Jeff Van Velzer as a volunteer firefighter for
Fire Department No. 1 (Mount Salem) subject to the approval of Fire Department
No. 1 (Mount Salem).

General Budget and May 15th General Budget. Consideration
to accounts were given. Council

the Township of Malahide supports the letter of the Municipal Finance
Officer’s Association to the Minister of Finance requesting: - an extension
to the April 30th deadline, instead recommending the implementation
of a 60 day deadline from the time the data is released by the Ministry. -
implementing the standardized tax notice in 2002 rather than 2001.

the letters from B.A.D. Girls Hockey Association and the Aylmer and District
Museum be deferred until budget discussions.

following Resolution was considered with respect to the cost of medical tuition: Moved by: Mark Widner

medical school tuition was deregulated by the Ontario Government in 1998; and
medical school tuition has, and continues to increase in excess of 300% such
that at some Universities tuition is now $14,000.00; WHEREAS
the combination of excessive tuition and frozen student assistance have impaired
students accessibility to a medical education; WHEREAS
the physicians most likely to practice in a rural area are originally from rural
areas themselves; AND
WHEREAS unaffordable tuition disproportionately excludes medical students from
rural communities; BE
IT RESOLVED THAT Malahide Township calls upon the Ontario Government and the
Universities of Ontario to ensure that medical education be made financially
accessible to all qualified students. AND
BE IT FURTHER RESOLVED THAT Malahide Township Council requests that medical
tuition be capped and re-regulated at a level accessible to all Ontarians, and
that the Ontario Student Assistance Plan/Canada Student Loan program be
adjusted, in order to ensure that Ontarians from all communities are able to
afford a medical school education. THAT
a copy of this Resolution be forwarded to the Minister of Health; Minister of
Colleges; UWO President Dr. Paul Davenport; and, MPP Steve Peters.
