  Corporation of the Township of Malahide
January 4, 2001 - 8:00 p.m.

  Malahide Township Council met at the above time with all members present except for Councillor Moore.

  The following accounts were considered and approved:

THAT Cash Disbursement Journal No.  136 and No. 137  in the amount of $81,593.36  be passed and ordered paid.

  A borrowing by-law for 2001 was considered.  The following Resolution was passed:

THAT By-law No. 01-01 be read a first and second time.

THAT By-law No. 01-01 be read a third time and finally passed (Borrowing By-law).

The following Resolutions were passed with respect to grass cutting, maintenance, cleaning, etc.:

THAT Kelly Pearson be authorized to clean up, roll, cut and trim the grass, trim the hedges, fall leaf mulching, and clean out the garbage cans at the following sites in the former Village of Springfield in 2001:

            Playground                                    $24.00/cut

            Cenotaph                                       $24.00/cut         ($1.00 increase per

            Pioneer Cemetery                          $24.00/cut           Cut per PARK)

            Each park clean-up                        $25.00

            Each rolling                                   $26.00

            Each leaf mulching                        $26.00

            Vacant Lot 106 Ron McNeil Line $16.00

THAT P.D.’s Lawn Maintenance (Peter Dyck) be authorized to cut and trim the Stewart Abandoned Cemetery for the annual fee of $800.00 payable October 15, 2001.  ($100.00 (14%) increase from 2000)

THAT P.D.’s Lawn Maintenance (Peter Dyck) be authorized to cut and trim the following abandoned cemeteries in 2001:

            Beran Cemetery                  $40.00/cut

            Quaker Cemetery                $45.00/cut

Council welcomed OPP Staff Sgt. Ryan Cox and OPP Community Service Officer Dennis Harwood.  St. Sgt Cox, as the newly appointed Staff Sgt. For Elgin County, took the opportunity to meet Council and introduce himself.

THAT Martin Baelde be authorized to cut and trim the grass at the Rogers Rd. Abandoned cemetery for an annual fee of $340.00 payable July 15, 2001.

THAT Season to Season Lawn and Grounds Maintenance be authorized to perform the following in 2001:

- cut and trim the grass at Fire Hall #1 Mount Salem, Fire Hall #2 Summers Corners and South Road Building for the annual fee of $1,224.88 plus G.S.T.;

- cut the grass at the bottom of the hill in Port Bruce (former MTO property) at a rate of $80.00/cut;

- cut and trim the grass at Wonnacott Park for an annual fee of $1,320.00 plus G.S.T.;

- remove garbage at Wonnacott Park for an annual fee of $600.00.

THAT Bonnie Kellington be authorized to perform the following in 2001:

 

clean the Springfield Library and cut the grass at the Library for a monthly fee of $125.00;clean the Springfield Policing Station for a monthly fee of $20.00.

THAT Sue-Lynn Sullivan be authorized to clean the washrooms at Wonnacott Park in Port Bruce for $15.00 per day from April 15 - October 15, 2001.

Planning comments were received from Cumming, Cockburn, on the DeRyk property at Part Lot 21, Concession 3 (Truck Terminal Proposal).  The following Resolution was passed:

THAT the comments of the Planner, Cumming, Cockburn, on the DeRyk property be noted and a copy of the same be forwarded to the owner of the property for his consideration.

A rezoning application was received from D. Brandow.  The following Resolution was passed:

THAT the Clerk be authorized to forward the Zoning Application of Donna Brandow, owner of Part Lot 74, Conc. NTR, Malahide, to the Planner, Cumming, Cockburn, for his consideration and comments.

A request from Catfish Creek Conservation Authority was received.  The following Resolution was considered:

THAT Malahide Township Council supports Catfish Creek Conservation Authority’s Flood Emergency and Ice Management Program in the amount of $38,000.00 and Legal expenses in Port Bruce in the amount of $10,000.00 with the Township of Malahide deemed the benefitting municipality (Township’s share $24,000.00).

  Severance applications were considered and the following Resolutions were passed:

THAT Malahide Township Council has no objections to land severance No. 106/00 in the name of Donna Brandow, owner of Part Lot 74, Conc. NTR, Township of Malahide, subject to the following:

                        - Satisfactory completion of Zoning Amendment;

                        - removal of barn from property;

A request for approval of the modified restructuring of LPRCA was considered and the following Resolution was passed:

THAT Malahide Township Council approve of the modified Long Point Region Conservation Authority Restructuring resulting from the Haldimand Norfolk Municipal Restructuring dated December 22, 2000.
